APPOINTMENT STATUS: EXCEPTED This is a Dual Status Excepted Service Technician position in the Pennsylvania Air National Guard.
AREA OF CONSIDERATION: Bargaining Position Category 1: Qualified, currently employed Title 32 Federal Technicians working at the location specified in the job announcement. Category 2: Qualified, currently employed Title 32 Federal Technicians of the Pennsylvania National Guard (Army and/or Air). Category 3: Qualified, currently employed Federal Employees (T5) or Federal Technicians (T32) within the Pennsylvania National Guard (Army and/or Air). Category 4: Qualified current members of the Pennsylvania National Guard (Army and/or Air). Category 5: Individuals who are currently serving in another branch of service willing to become members of the Pennsylvania National Guard.

As an INTELLIGENCE OPERATIONS SPECIALIST, GS-0132-11, you will serve as an ISR unit crew member in the multi-INT exploitation section, responsible for multi-INT operations and production affecting time critical targeting (TCT), direct threat warning, battle damage assessment, combat identification, combat search and rescue, multi-INT correlation, threat analysis, mapping, intelligence preparation of the battlespace, situation monitoring, and mission reporting. Conduct analysis activities and operations from data derived from manned, unmanned, and other operational assets in support of National Agencies, Joint Commands, Air Force MAJCOMs, and AOCs contingencies and exercises. Prepare post-mission reports from analysis of target data for general intelligence and operational community consumption. Geospatial (GI&S;) Program Manager for the unit. Create and update the unit's classified and unclassified intelligence reference libraries in accordance with supervisor, ANG, MAJCOM, and Air Force instructions. Work with other crew members to ensure the multi-INT exploitation section maintains a capability to provide timely and accurate operational intelligence support and fully trained intelligence personnel during peacetime and contingency operations. Maintain a thorough knowledge of all aspects of internal multi-INT training. Represent the unit in making agreements and commitments within the assigned scope of his/her functional specialty. Coordinate multi-INT training requirements with Gaining Command Intelligence Section. Perform other duties as assigned.

GENERAL EXPERIENCE: Experience, education, or training which demonstrates administrative, professional, investigative, or technical work requiring the ability to deal effectively with others, to collect, evaluate and organize pertinent facts. Experience preparing clear and concise written reports.
SPECIALIZED EXPERIENCE:Must have at least 36 months experience, education or training developing and recommending policy, organizing and carrying out specific programs, evaluating and recommending changes in methods of intelligence operations. Experience in administrative, investigative, or technical work which required the applicant to deal effectively with others. Experience collecting, evaluating and organizing pertinent facts and to analyze and prepare clear and concise reports.
KNOWLEDGE, SKILLS, ANDCOMPETENCIES: Applicants who meet the eligibility requirements will be further evaluated by the nominating supervisor based on the following competencies considered essential to perform the duties and responsibilities of the position.
Knowledge of collection and dissemination techniques and sources.
Ability to produce instructions and manuals with a minimum of direction.-Ability to independently evaluate and interpret raw intelligence data and prepare post-mission reports based on the analysis of patterns, trends, and characteristics.
QUALITY OF EXPERIENCE:Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.
SPECIAL NOTE:Per the Labor Relations Management Agreement if there are more than 15 qualified applicants for each position, by category, a KSA board will be convened in accordance with Section 17.8 of the LMRA.
